The objective of the City of West Sacramento's Retail Cannabis Equity License Program is to support equitable opportunities in the local cannabis industry by making legal cannabis business ownership accessible to prospective business owners facing hardships that would otherwise make business startup difficult or unattainable. The City is excited to launch this forward-thinking initiative, designed to promote fairness and economic opportunity within our community. 

The City applied for, and received, state grant funding through the Department of Cannabis Control's Local Jurisdiction Retail Access Grant Solicitation to implement elements of the Retail Cannabis Equity License Program. With this grant funding, amongst other available funding, the City can assist the selected equity applicant with startup costs and operational expenses. 

Request For Proposal

The City of West Sacramento is requesting proposals from qualified individuals or companies to potentially operate an equity cannabis business or an equity cannabis microbusiness within City limits. This Request For Proposal (RFP) is being issued pursuant to the provisions of the Medicinal and Adult Use Cannabis Regulation and Safety Act (“MAUCRSA”). The City will ultimately select one qualified equity applicant for storefront retail, non-storefront retail/delivery-only, and microbusinesses (not including retail).

Zoning 

Retail cannabis may locate within the retail overlay zone. Non-storefront (delivery only) and microbusinesses are only allowed in the City's Employment Zones (M-L, M-1, M-2, M-3 and BP). Applicant Eligibility

Applicants must have a household income ≤80% of Yolo or Sacramento County median income figures. If the owner has had a cannabis arrest or conviction in Yolo and/or Sacramento Counties between 1980-2016, a 5% weighting factor may be applied. Additionally, if the owner meets the income requirements and has resided in West Sacramento for at leave five (5) years, an additional 5% weighting factor may be applied. Application Process

The individuals or companies submitting a response to this RFP will be screened for completeness, and then be moved forward into a merit-based evaluation of the application, followed by a panel interview. The selection of individuals or companies to move forward into the formal Development Agreement (DA) and cannabis license phases of the process does not guarantee that those selected will be granted a license and/or the DA. Addendum #1 was released by staff on September 12, 2024, addressing a new due date for the RFP submittal, as well as clarification on a number of items in the RFP document.
